Frameworks are tools that abstract domain for one tool, PHP frameworks mostly beyond its principle and end up doing what should not.

Slim for example is a great example of abstraction domain that abstracts the HTTP protocol and you have a choice of whether you use a lot more or not, depending on your proposed problem.

The problem that Rasmus is talking about is that those abstractions hurt the performance of PHP sites. That is what he means by the frameworks that suck.
